The goal of the Economic Reform Agenda was to state and define a series of discrete but interconnected tasks that if completed, will transform the Montenegrin economy and boost economic growth. The main features of the concept are: entrepreneurship as driving force of economy, investment as a basis of economic growth, competitiveness and new working places as a gaols that should be achieved through deregulation and opening. The Agenda was written by ISSP team and adopted by the Government as their official agenda for reforms for period 2002-2007.
